I obtained the company’s Health and Safety Policy, inspection reports, accident statistics and investigations, permits to work (PTW), statutory thorough examination reports and disciplinary actions taken regarding Health and Safety etc, and analysed these documents.

I attended monthly management meetings and used these meetings to take notes and measure the importance and commitment given to Health and Safety in relation to other business objectives, such as purchase, production and profit. Senior management informed me that they based their current HSMS on HSG 65. (1)

I randomly selected 20 employees across the company and issued a Health and Safety attitude survey based on the current HSMS, to which all 20 employees responded. (2)

Finally I worked in the workshop for 2 weeks alongside employees. This gave me the opportunity to measure compliance with the company’s policies and procedures along with the relevant statutory requirements.

2.3 Description of the organisation

PSEL is a medium sized enterprise, founded in 1972, with a workforce of 28. Its premises include a steel structure finished with block work and cladding, consisting of 1200 square feet. Projects vary in size, value and location. To date the largest job required 900 tonne of steel and had a value of £1,500,000. The smallest job required 20 tonne of steel with a value of £6000.
